Joseph E. Francis, P.G. joins Argus as it expands its services for our major rail and commercial aviation clients. Joe is a registered professional geologist with 30 years of experience managing critical environmental and construction projects, most recently with the City of Phoenix Aviation Department where he was responsible for more than 100 architectural and civil improvement projects at Sky Harbor International Airport (PHX). He managed multiple fueling remediation and decommissioning projects during his 22-year career with the Phoenix Aviation Department and served as the Construction Manager at Risk (CMAR) for the PHX Terminal 4 Food and Beverage Infrastructure Project. He has been responsible for environmental compliance and permitting on many airport-related projects, and was a key driver in developing and implementing emergency response measures for fuel spills and other reportable quantity spills at Sky Harbor, Phoenix Goodyear Airport and Phoenix Deer Valley. Early in his environmental engineering career, Joe managed soil and groundwater contamination assessments of petroleum releases at leaking underground storage tank sites throughout the United States. Joe went to Kent State University for his geology graduate studies and received his Bachelor of Science degree in Geology from Western Kentucky University.
